Balfour Declaration - Issued by Arthur Balfour, a British foreign secretary,  in 1917 during WWI.  It stated rights in Palestine for Jewish People, but it shouldn't displace Palestinians that lived there. He was convinced by Zionists. The declaration supported a national homeland for Jewish people.
